 Mr. Fuan LI is the Active Director General of the Supervisory Cooperation Department for Banking Innovation in the China Banking Regulatory Commission, Prior to this he was the Deputy Director General of the Supervisory Rules and Regulations Department. He joined the People’s Bank of China in 1985 and since then has been engaged in and responsible for planning, management, and organization of work for on-site examination and Off-site Surveillance of many domestic and foreign banking institutions. He is also responsible for policy decision-making on the system, procedures and methods for supervision of all banks registered in China, as well as policy implementation and promotion. As the major player and/or team leader, Mr. Li has been involved in drafting the following significant supervisory policies or guidelines:
●Guidance of Risk-based Loan Quality Classifications;
●
Provisioning Guidelines for Loan Losses of Commercial Banks;
●
Principles of Internal Control of Commercial Banks;
●
Information Disclosure Guidelines for Commercial Banks;

Rules for Commercial Banks Financial Derivative Transactions;
●
Regulations on Foreign-funded Institution Administration;
●
Rules for Inter-city Branch of Commercial Banks;
●
Pricing Rules for Fee-based Services of Commercial Banks;
●
Guidelines for due diligence on credit authorization within commercial bank,
●
Management Guidelines for Risk Concentration of the Loans Lent to the Group of Companies; and
●
Market Risk Management Guidelines for Commercial Banks, etc.
Mr. Li attained his Bachelor of Economics at Wuhan University, MBA from Southwest Finance and Economics University, MBA in Finance of Humphrey Fellowship Programme at Boston University. Currently, he is a Ph.D candidate at the Postgraduate School of Dalian Politechnology University, and is also a Member of the China Western Returned Scholars Association.
